Help Make A Simple PHP Healthcare Website SOC2 and/or OWASP Compliant

Hi there. I have a simple Core PHP Website (built on Smarty Template and an MVC structure) and I need to make it SOC2 Compliant and if possible also OWASP Compliant. I would love to work with someone who can help us. We have 2 lead developers who are good at backend programming and UI/UX individually.
Please give me a general estimate of how much you think it might cost? And how long you think it might take to assist us with what changes to make? And if there's a way to test our changes or run a test to see if we are SOC2 or OWASP Compliant after we make changes.
We have 3 major forms (about 20 fields each and all very similar), a Patient Account page (that's mostly contact info), some general testing info areas/pages with 2 test results that are the same on each page, login, sign up, forgot password and an Admin area.
