Background
I am looking for a Wordpress developer that can do customized coding and understands the functions of Wordpress and can make a flow of a website that needs to extract data from large numbers of interlinked CSV files and push the data from the CSV (which are very large) to a database in mysql or a nosql solution.

The resulting web application is for small sized insurance agents and brokers in the United States to add a portion of the database or the entire database to their website. The product I'm seeking to build will allow the public to go to the agents website, enter a zip code and then receive a list of available health plans in that zip code. In addition to searching for health plans by zip code, the public will be able to add information about which prescription drugs they take and receive information back about cost and which pharmacies have the prescriptions and for what price. The application will also allow the public to search for doctors and hospitals that accept the health insurance coverage they are interested in signing up for.

This web application functionality is already being used by other companies. In the documents I highlight a "model" website that currently uses the functionality. My goal is to make the functionality available for small businesses to add it to their website.

The data and information needed to power the application is made publicly available by the Centers for Medicare and Medicare Services (CMS) and mainly resides in CSV files. The CSV files are update by CMS on a regular basis so the application will need to update the mysql or nosql db on a regular basis.

I have broken the project down into 2 phases.
1) Phase 1: build the functionality so the public can see available health plans, pharmacy, and prescription drug information in a specified zip codes. Included with this functionality is the ability for the agents and brokers to select which health plans and which zip codes they want included on their website. Most agents will only want a subset of the plans and zip codes available.
2) Phase 3: build doctor and hospital search functionality. I believe this will be easier than the work completed in phase 2 and is more of an add-on functionality than a core part of the application.

Data insight
I estimate that the most any one zip code will have attached to it is about 210 health plans with each health plan comprising of approximately 80 lines of information (mainly cost information, e.g. cost per doctors visit, cost per hospital visit). Most zip codes will have closer to between 30 and 75 plans attached to it. There are 46,000 zip codes in the United States. I estimate the project consist of between 10 million to 30 million records, but the number of daily queries will likely be relatively low, e.g. less than 100.

Again the goal is to create the database and then provide it to small businesses to add their own business websites.

I take responsibility of showing you where to get the data from and explain what it means. You will need to compile the data into a useable web application.

I originally awarded this project to a programmer who said they could do it but later said he got "stuck" because of the number of CSV files. The programmer started a mysql database. If you are able to build off of his work great; however, if there is a better solution to achieve excellent results, I am open to that.
