HELP ME TO SETUP MYSQL DATABASE AND QUERY FOR MY REQUIREMENTS

Hi!
I am looking for write one basic script which will SEND emails on based below time interval using cron job.
For Example
I have LIST of 1000 emails
and
I want send emails to 500/Day from this list, so it will get finished in 2 days.
I want divide this 500 emails list in 24 hours so it will be 21/Hour
Now I want divide this 21 into 10 Minutes so 21/6= 4
so it will send 4 emails/10 Minutes so it will be 21/Hour and 500/Day.
Currently I have defined total_emails_count, maximum_per_day, total_email_sent and last_updated_time columns in my table.I am not getting idea which PHP condition or MYSQL query will help me for achieve my goal,
Note : I will setup cron job which will send the pending emails which match above condition.
I am looking for expert advice which can help me for achieve my goal. I am not looking for develop or make any script from you. I just want advice who have idea to achieve my goal. I am happy to pay $5 for just advice.
