Google v2 cookie bar & consent management | OpenCart 3

I require a new Google Consent v2 bar on my website to ensure compliance with Google tag policy

Specific Requirements:
- Integrate Google Consent v2 script consent management
- configure the necessary code snippets to be forwarded to Google

Implement consent options and handle respective parameters for:
- Google Analytics cookies
- OpenCart cookies

Functions and style:
- as seen on thomann.de (visit from an European IP to see)
- differences from Thomann site:
- use #298fb2 color, not green
- plain flat background color, no image
- border-radiuses 10px
- no blocking cookie banner, no dimmed background
- I will provide Hungarian text for you
