Google Voice SMS Autoresponder / drip messages

Web based google voice autoresponder / drip sms messages.
I need a web based system that uses my google voice number to send and receive sms messages.
Operation: Someone will send a text message to my google voice number. The system will reply with the standard reply. Then everyday, at the same time, one, of a prewritten series of sms messages is sent. Until the user replies with STOP or Unsubscribe.
This happens the same for each new user who sends a text message to the google voice number.
I will also need a front end web form people can use to manually subscribe. The inputs will be:
First Name
Cell Phone
Email
This system needs to run on my web server and have 100% uptime.
I will need a dashboard to manage each daily message sent to each new user.
