Google Cloud Video Intelligence API Integration

I am seeking a developer skilled in using Google Cloud Video Intelligence API from a web page.
The goal of this project is to analyze a pre-existing video (MKV file) using a user entered prompt for the AI model. A test web page will need to be created allowing entry of the url for the video file and the Ai prompt. This information will need to be submitted to the API and the response captured and then displayed on the test web page.
PHP experience is required, along with knowledge of running AI prompts against video content through Google Cloud's API. A successful bid has :
- Hands-on experience with Google Cloud Video Intelligence API
- Ability to code in PHP / Javascript / and HTML
- Ability of working with web pages.

Steps will consist of :
- Creating dummy webpage with fields as shown in the attached mockup
- Enter the URL (MKV file - https://shorturl.at/bDKYZ) and AI prompt (see attached prompt1.txt) in the textbox
- Click Submit on the page
- The video URL (MKV file) and prompt will be submitted for detailed analysis to the AI model (Google Cloud Video Intelligence API)
- The response from Google Cloud Video Intelligence API will received and capatured
- The textbox on the web page will be updated to display the response.
I require full code - backend and front end. I have set up a Google Cloud Video Intelligence API but will need your help / guidance in getting / enabling the appropriate services / keys.
