Generate Google Ads import files (using PHP)

We have a website to sell t-shirts. We have approx 2500 t-shirts, all with a different text on it (name of cities, year of birth).
We advertise on google but do not have good results.
We want to create a Google Ads campaign, with a separate ad for each shirt with corresponding image and text. And for each ad, separate keywords related to the text on the specific t-shirt.
We do have a ‘product feed’ file with details about each product.
We want you to develop a PHP program that generates a set of excel files which we can import in Google Ads.
This in such a way that we can generate these files e.g. every month and import again in Google Ads – so a new upload should replace/update previous ads.
