Fxing Dynamic Tag links

I have created an initial DOWNLOAD button that opens a PDF file.
I have then created a dynamic tag to that link so that a POP UP appears with a email form appears on the initial CLICK. The link to the POP UP works and the email form functionality also works.
BUT after the user fills out the POP UP form and goes back to the page with the DOWNLOAD button, the original PDF DOWNLOAD doesn't work. I want the DOWNLOAD to allow the user to open up the Pdf from the original link.
Is this possible and can you assist?
