Full stack Laravel developer needed for work on established site that needs changes.

I need help. I own a FREE site for readers/writers which has been active online since 2010. It was rebuilt on a laravel platform in 2018 and since then a lot of upgrades have been made in the hope of turning it from a money pit and time drain into something that brings income. Nada. Now I am ready to make some drastic changes. My goal is for it to pay for itself and stop draining my time/pockets every month without giving back. I need someone who can help me do that affordably. since the site has already drained all my resources and does not provide an income, i'm looking to spend the minimal amount necessary for these changes, and for someone with expertise to help me find the best and most cost effective solutions ....
to begin... i would like to turn what has been a free for everyone to see/read/use site into a MEMBERS ONLY site. visitors will be able to see the site, see the thousands of stories that are available to read, but will not actually be able to read anything without becoming a member.
i would like to offer 2-3 levels of membership. first free w/few benefits other than access to read stories. 2nd level paid with many more benefits. and perhaps a third premium level with higher cost and maximum benefits. Users can choose their level and pay either by the month or by the year, and can also upgrade at any time. Paypal and Stripe are already set up on my site.
My site also already has a premium membership available with numerous benefits free members don't get. problem is no one buys it. I'm hoping that if i force ALL visitors to register in order to enjoy free access, that once they've crossed the threshold of registration more will be interested in paying for membership upgrade.
I also have a points system in place that allows all registered users to earn points for participation on the site. the problem with this is that users can use their points to buy premium membership, and also to boost/pin their stories to the top of the page, so no one actually pays for these things, they just accumulate points and use their points to 'buy' them. I need to find a way to allow free members to still earn points, but provide a lot more incentives for them to upgrade to paid membership. points need to be doubled and/or tripled for paid members, and also there needs to be restrictions on what free members can use their points for.
These details still need to be worked out, but the main thing is that the site already has a lot of coding and functionality for the upgrades/changes I want done. Someone who knows what they are doing should be able to just tweak a few things and add some customization to the existing code/structure to accomplish this task.
I am certainly open to suggestions for the best way to accomplish my goal. thank you for your consideration.
