Full-Stack Developer/Team to Help Manage Site & App Creation -- 2

My partners and I are working on creating a site, a fairly simple user & listing management type site. I am a developer myself but my fields are generally data and backend related. I've been tasked with essentially bringing the site to life, along with a companion app. I've converted a set of Figma files into static HTML files (using Bootstrap) that look pretty good, but I'm sure they don't follow any proper standards.
The next step is to introduce the functionality - things like user functions (login, register, edit profile, etc. etc.), listing posting, searching, connection management between users, payment integration, and so on. I'm confident I can get the general flow right, but I'm not confident I can make it all secure or up to proper standards. So I'd like to have someone work with me on the web functionality side of things to make sure that the site is up to par with all current standards.
On top of that - I'm not an app developer by any means, wouldn't even know where to start outside of downloading the appropriate IDEs. So I need someone that can handle the entire companion app development process, including taking our current design and making it sleeker and more 'alive' as an app, on both iOS and Android.
I can't elaborate too much on the functionality of the site as this information is protected by an IP agreement. I would like to gauge your general design skills by seeing examples of your previous work, as well as your backend development skills by seeing examples of functional sites you've created. (they can be simple, not expecting anything complex here) If you could also elaborate on the technologies you're familiar with, the standards you're familiar with, etc., I would greatly appreciate it. I'll be deferring to your guidance throughout a lot of this project to make sure everything gets done properly.
I'd like to choose a few freelancers to move forward to the next phase with, to see what kind of initial designs (something simple like a login page) you could come up with for the app based on our current design, as well as putting together some of the basic functionality of the site like, again, the registration/login system. After those test projects, we'll be deciding on who we want to move forward with long term on this. Eventually, my role as tech lead will be a purely management one - I'd like to find someone here that can handle all of the day-to-day of running the site & app while I simply keep tabs and send down tasks and such.
And please - if you're not willing to share some sort of portfolio or examples of your previous work, don't bother bidding. If I can't see physical examples of what you can do, I'm not going to waste your time or my time in discussing hypotheticals. Also, we're not looking to pay a huge amount of money to have the site's design redone - it's complete, so you'll have to work with the basic bootstrap design I've made, and we'll be building the functionality into that.
