Front End/Backend Developer with extensive knowledge/experience in PHP, MySQL, Laravel, and Docker Please do not respond if you do not have the needed abilities

We already have part of the backend and database written with Laravel+PHP and MySql. We are looking for a long-term talented person to work with us for the day-to-day work and adding new features. Code is in Github with a deployment pipeline for the AWS ECS. We are looking for a developer with a mix of knowledge and experience with best practices.
Here is the brief about the web site and applications. The web site is most important to finish, and this is what this bid is for, and we are looking for work on that. We have a IOS app and when the site is complete, we will bid out the Android app.
1. Our apps will capture pictures, videos, or voice recordings
2. The Phone will capture the time, date, and location of the item captured, or the time and date received if the recording was shared to the phone from a different device.
3. The app will send this to one of three pre-registered destinations.
4. The user can per set three destinations for their home and three for wherever they are traveling to.
5. There will be drop-down screens and search screens.
6. There are three types of users having different screen designs which will be managed, by their roles
7. The business can search all files by name, country, or topic and the business can assign any number of work desks to receive files as they want.
Must be able to guarantee:
- Compliance with agreed-upon deadlines
- Code quality
- High senior level programming
- Quickly solve problems and fix any bugs
- Disciplined and honest approach to work
