I need someone to develop a cloud-based doftware for me to commercialise later on designed for multiple user.

The program must have the following function designed: -

1) A ble to bid for quotation -
2) tracking and trace shipment a schedule for planning and manage shipment
3) Generate report uploading and transfer -
4) Cpanel for mangement of multiple user, super admin rights
5) to upload to cloud hosting once done
