Forum Software (SMF) Mod: TOPIC POSTING WIZARD

Hello,
I'm looking for an English speaking freelancer, who's familiar with .php based forum software CMS architecture and willing to work on a custom mod for the SMF forum software @ https://www.simplemachines.org/
Main objective of this mod will be to create a TOPIC POSTING WIZARD: basically a step-by-step pop-up window, which takes the forum user through several steps, before a new forum topic is posted.
This TOPIC POSTING WIZARD is necessary, because we're turning the forum into a .PDF document database, so before the any new forum topic is posted, it needs to be properly tagged with #hashtags and other unique identifiers, which will later allow an easy file search or sorting the previously posted topics based on other criteria.
Everything is explained in detail in a .PDF manual, including screenshots and detailed descriptions of what needs to be done.
