Fortunate number

I am looking for an attractive and responsive website in PHP, HTML, CSS with a source code, presentation, and documentation(90-100 pages) with an E-R diagram, Database diagram, etc. Project is upon vehicle number that is a lucky number for a client or not which is depends upon client's birthday. He also gets a list of lucky numbers as per his birthday for his new vehicle with a nominal payment, login with mobile number(with OTP), and submitting some information. Admin can get client's information and also do some changes in website like coupon code or write, changes text and blogs, etc. I will provide domain and webspace.
