Fixed Width Text File Generator

I need someone that can create a fixed-width 4636 character text file for an online order form built with CFML. This application will need to create a new text file, named by date/time, and update it with orders for a certain time period, say two hours. After the elapsed time, the file will be pulled and archived by a third-party system then a new one will need to be created. Orders will only have four columns, but they have to be in precise locations within the text file.

I have attached an example order from one customer for four items and an Excel file with the start position and length of each column.

Currently, the orders are sent via email.
