Fix website - Perl or PHP - flat file database

Go to QHOQ .com. That is the input data page. It is supposed to create text files in folders (flat file database) that will then be output data upon browsing.
Does not work currently. There is a Perl file that attempts to accomplish this, but it does not work.
Note: NO Javascript! NO calls off site. NO MySQL or other DBs.
