Fix bypass or re-create PayPal IPN or PDT

I have 2 websites, both use very old standard simple html coded paypal forms. One (the older one) works perfectly, a customer selects the products, adds to cart, pays, is returned to my site and I receive and email with all of the details of that order in it (all the details, their order, their name, address, phone number, custom fields like size or color etc...). the funds go straight into my account and I send the order... I have never set up thee IPN or PDT on this, only a successful redirect page. This account is also a very old personal account.

The second one, is a new account, a business account DOES NONE OF THAT, and I need it to.
I only receive an email telling me that i have a payment, and its on hold. I get no email showing me the order details, I have to login to PayPal and check it manually, I need the email order.

I do not understand why one works and one doesnt, but if you can tweak my code and/or make the IPN php to give me order emails I'd be a happy man.

The actual order forms must remain as standard HTML and be adaptable.
