Fix WooCommerce Shipping Rates

I'm looking for an experienced WooCommerce developer to fix 2 main issues with shipping and discount plugins based on payment method + to perform some minor tweaks and updates on my site. The shipping plugin is Brazilian Loggi, the discount plugin is ELEX Discount
Key Issues:
- Incorrect shipping rates appearing at checkout.
- I'm using calculated rates based on weight or distance.
- Discount plugin based on payment method works but products that are on sale are displayed with their original price in cart (in checkout they do show the correct on sale price)
GROK problem identification result for the Loggi shipping plugin: The pattern is consistent: when you add three of the same product (each with dimensions 12 x 12 x 22 cm and weight 1 kg), the Loggi plugin combines them into a single package with dimensions 36 x 100 x 66 cm and weight 3000 g. The widthCm: 100 is incorrect, while the length (36 cm = 12 cm x 3), height (66 cm = 22 cm x 3), and weight (3000 g = 1000 g x 3) are scaled linearly based on the quantity. This confirms the plugin has a bug in its package combination logic, specifically setting the width to 100 cm for multiple items.
