Fix CORS error when sending messages from website

Our website has a function allowing the public to send us messages. However, it only works when we are logged in to our website. We must enable the public to do it without logging in while maintaining security.

- Vuejs + Vuetify for frontend.
- Laravel + MySQL for the backend.
