Firebase push notification using PHP

I would like to implement a Firebase-based push notifications in PHP and javascript.
I want the visitors of my page to be asked for the permission to subscribe to push notifications.
Upon the user's consent, the user's unique ID should be stored in MySql database (together with the userAgent, IP address, date of subscription and the page ULR from where the user has subscribed to the push notifications).
I should be able to send push up notifications either to a specific user or a group of users.
The push up notification should have all features: URL, image, description, title.
The push notification should stay on screen and shouldn't be disappeared automatically.
If possible, I should be able to see how many users received my push message.
