Firebase push notification for website

We want to setup firebase push notification for our website.
Requirements -
1. We need custom admin panel to add website and get code for it.
2. We can be able to send push notification to our website subscribers from custom panel.
3. It should not be based on any other platform. Only firebase.
4. Solution should be permanent.
