Facebook Graph API Expert Needed

I'm seeking a Facebook Graph API expert who can assist me with various tasks. Here's an outline of the project and wondering if this is possible.
Brand has a page on fb and in a post they will invite their fans to post an image of themselves or family doing some activity.
Their photo will be stored in some backend by fb business api or scraper. In backend we use a video or gif rendering script to apply animated frame over their image. Like a server side compiler. There will be 2-3 different templates so they can try several times.
We then post this animated media INTO their messenger with some template content so they get it privately.
Is this possible at all? In terms of permissions and flow. Note that this will be on brand page, with business apis.
Pls suggest alternatives if not possible.
- Retrieve User Data: I need to pull specific user data from Facebook using the Graph API. This data will be used for analysis and other purposes.
- Post Content on Behalf of Users: The developer should be able to facilitate the posting of content on Facebook on behalf of our users. This may involve scheduling posts, creating content, and other related tasks.
The ideal candidate should be proficient in PHP, Python, and JavaScript as these are the primary languages and technologies that will be used in this project. Furthermore, the developer should have a detailed understanding of the Facebook Graph API and various access levels.
In terms of access levels, the developer should have the ability to:
- Read-Only Access: Limited to viewing data only, without any modification privileges.
- Write Access: Ability to post content on behalf of users.
- Admin Access: Full access to manage and control the API.
