FTP Text File Download Setup

I need help with configuring my FTP setup to enable HTTP downloads of text files.
I upload the file through FTP using MT5 (mql5 language)
Key Requirements:
- Set up a system where I can upload text files via FTP and download them through a web request.
- Implement a password protection system for secure file downloads.
- Ensure all of this is handled on the same server where the files are uploaded.
