Extend the Gravity Forms Address Field with a GF AddOn Plugin (AJAX)

I am looking for someone to help extend the Gravity Forms Address Field with a GF AddOn Plugin. The programming language used for this should be PHP, as it integrates with existing APIs. Description:
Extend the Gravity Forms Address Field with 2 AJAX Functions:
1. After the User selected a country the new function will load states for this country from a mysql-table and show them at the state select box. If there aren't any states at the database-table the state-field will be a text field.
2. After the User entered a postcode/zip the function will select cities for this postcode and country from a mysql-table. If there are any cities the city-field will be a selectbox with the choices from the mysql-select. If there aren't any cities, the city-field will be a text-field.
! You have to work on your own server and must own a copy of Gravity Forms (release 2.7.x).
! The new functions must be a Gravity Forms AddOn Plugin
! You don'T have to change the original coding of Gravity Forms. Everything must be realized with the given hook's.
