Expert RabbitMQ Setup for Multiple Services

RabbitMQ/ Reliable Queuing engine setup for 3-4 different services
We want to use RabbitMQ/ other reliable Queuing engine for managing queues for multiple 3rd party services to replace Laravel Queues as below:
- Meta's API for whatsapp messaging
----- We send different types of WhatsApp messages and for different clients. There are 3-4 API services that we currently use and the functionality is already in place and works with Laravel Queues.
----- Messages are sent individually (for transaction updates, OTPs etc) as well as broadcasted. We would ideally like to prioritize the Individual messages over the bulk-campaigns
- RCS Messages
------ Messages are sent individually (for transaction updates, OTPs etc) as well as broadcasted. We would ideally like to prioritize the Individual messages over the bulk-campaigns
- Webhooks/ callback:
------ For different clients and setups, we also send notifications to client servers/ 3rd party services via Webhooks and callback mechanisms.
------ We would like to prioritize some webhook callbacks over others.
----- In case of non-success response, if possible, we would also like it to retry at a later stage for 2-3 times. And log the final output in a usable manner.
Ideally, we would like to have different queues setup for different types of services (eg: 1 for whatsapp messaging, 2 for RCS messaging, 3 for webhooks etc) and a way (UI or integration) to visualize the status of different queues. With a possibility to prioritize some types of messages/ actions within a queue over others in the same queue.
We would also like the messages/ queues to be retained in case of server restart. A possibility to clear/ delete certain types of queue would be nice etc.
We want an absolute expert who can setup the Queuing engine for us, Guide us on how to push the messages into the queues using Laravel PHP, help us on optimizing how many consumers (parallel processing) should be setup for different queues, how to edit the queue priority and workers etc.
We have tested the RabbitMQ inhouse and are convinced that a queueing engine such as RabbitMQ would help us scale better than Laravel Queues. We use Laravel Queues because it was easy for us to get started with it.
Please do give details on 2 or so projects and its complexity where you have implemented the RabbitMQ/ Queue engine for us to shortlist you. We can do it ourself but we want to save on time and effort to optimize it and looking for someone who can do it right in one go.
