Expert PHP Developers to implement SOAP APIs

I am looking for a expert PHP develop who can implement SOAP APIs using CURLs
I am attaching very basic API example,
I want the program to take basic input information from the registration process, and walk the customer through the ID and KBA process. The user will be prompted to take photos of their ID and a selfie for comparison.
For the KBA, the user will be given 5 questions and must answer 4 correctly in under 2 minutes. if incorrect, a new set of questions will be provided and still must match 4. The user gets two tries. if they fail KBA, they can't try again for 24 hours.
Need only expert PHP devs who can perfectly do this.
