Experienced developer to create a web application based on G. Maps

Something similar to already existing features. By clicking on an icon/area on the map a pop-up appears, logged in users must be able to read and add information, upload photos, etc. All info will be stored in databases, which only certain users will have access to.
This is a long-time project which needs to be completed in a few steps. Depending on requests from our customers, certain features must be added, customized and updated.
We would prefer working with an individual or a smaller company based on Romania or Spain.
