Etsy Blacklist

I need a web developer with database experience. I need the website to be build on the Joomla platform as I'm familiar the platform and how to manage it; preferably using the Gantry Framework. The website front end should be simple like Google with one search input field, that queries a joomla backend database and returns matching results. The search needs to look for any matching criteria such as first, last name, address.
In addition, this website should allow guests to register for an account. Members will be able to login and upload their stories and attachments such as pictures, pdf and text.. Once they upload their story, I need to be notified, easily read it, vet the content before it's published. It will be published into the database. These stories or articles are not to be publicly published. It's all hidden. It will only be displayed by searching; with the exception of the Joomla admin. Contents can't be casually browsed by the general public.
Essentially, I'm trying to build a Etsy blacklist as the project name implies. Users will be able to submit the name, address of the Etsy customers with proof of their interaction, correspondence that validates why they should be blacklisted. I will do the vetting and approve whether the Etsy customer should be on the list or not. Users need a good way to reference if their customers are on a blacklist by searching their name/address.
