Enhancing an Email Marketing Application

I'm currently looking for a skilled and experienced developer to help me with further enhancing my Email Marketing Application. The project involves both adding new features and modifying existing ones, so a solid understanding and background in PHP 7X and 8X on top of LARAVEL 8 is required. The application is backed by MySQL 5X.

Here's a more detailed breakdown of what I'm looking for:
1. SMTP rotation per email campaign; user should be able to assign as many
SMTPs per campaign as he has in his SMTP list
2. SMTP able to send Emails in batches with delay options per batch amount selected
3. Unlimited Subjects creation for email campaigns, able to ramdonly rotate them
4. Unlimited Content/Messages creation for email campaigns, able to ramdonly rotate them
5. Able to ramdonly rotate From Email address per email campaign using each SMTP user email address

The ideal candidate should have:
- Strong background in PHP 7X and 8X, LARAVEL 8, and MySQL 5X
- Experience in adding new features and modifying existing ones in a web-based application
- Prior experience in the email marketing domain would be a plus, but not a necessity
