Enable the sa-learn TELL command on VPS

I am looking for a freelancer who are expert in system admin and PHP. I have a problem with my PHP because I'm getting an error on my server: Fatal error: Uncaught Spamassassin\Client\Exception: Service Unavailable: TELL commands are not enabled, set the --allow-tell switch
The TELL command i am using on PHP is not enabled so I believe that the sa-learn\tell software is not installed on the server or it is not enabled. I need you to have a look to see if it is enabled or not and install on the server so I can mark my email as spam and not spam.I am happy to pay $30. No time wasters please. Thanks for your interest.
