Employee Password Management SYSTEM

we offer different types of login credentials for different companies. I want them to be able to request a new user and there should be a status. we have 3 different set of users, so we they should be able to check mark which programs they want to access. then admin will receive the request and create the users manually. then an email should be sent to the user directly to get the temp password.
