Email Script

I have an extensive 250k email address list that I want to send emails to. I would need a script added to my website that would send an email to each but it can go out slowly so there won't be issues with spam. The script should allow me to enter "subject line" and upload and image for recipient to view in email.

Don't ask what my budget is... I will pay exactly what you bid.
