Electrical Estimating App written 25 yrs. ago needs tweaks

I'm looking for a freelancer who can help me with tweaking and improving an existing electrical estimating application that was written 25+ years ago. Specifically, I need help adding additional features. I'm open to the possibility of making the app available to the public, but this will depend on how far I can get with the developer. There is no specific deadline on completing these tweaks and improvements. Also he will need to get into the app due to the password has been lost.
