Edit shipping rates and logic in Magento 1 -- 2

Hi everyone,
I am looking for a freelancer who is able to help to edit the shipping rates and calculation logic in my Magento 1 shop.
Would be great if you can export a table with values in excel/csv file for every storeview / country / product category, so that I can easily edit the rates and calculation logic.
After that, we will import the updated file.
My budget for this task is €20.
