Edit page content from outside the website.

Would it be possible to edit any webpage ( text only) from an outside web panel by adding a script to the website?
I know it's possible for WordPress websites, we can do it by creating a plugin. But I'm looking for a platform-independent solution.
It's for users of my web panel & who are the owners of respective the website they are trying to edit, so it's authorized to use. They can add a script or something else to the website if needed. But adding the script/API has to be easy.
Let me know if it's possible. If you can do it please bid the correct amount & time ( don't post placeholders).
Also, mention if it would have any limitations or won't work for certain CMS.
