Download - Import to mysql - then php script

I need help with download -> import -> and make script to show data

Then click Here for FY 2021 IL Documentaion --> browse the site

https://www.huduser.gov/portal/datasets/il.html#2021_data ---> CLick on "Data for Section 8 Income Limits in MS EXCEL" then download file.


My requirements: import the MS EXCEL to to mysql then make the script similar to them so browse the database.

https://www.huduser.gov/portal/datasets/fmr.html#2021_data --> Download all data and import to mysql then code the php script to make the browseable.
