Dolibarr Module Development

Hi, I would like to develop a new module for Dolibarr ERP. This will be based around forms and record information. The module will have approx. 6 tabs for recording general information and will need a hyperlink to an external Document Management source.
Dolibarr is an open source ERP and has extensive documentation on module development, a good reference is here : https://wiki.dolibarr.org/index.php?title=Module_development. If you have knowledge of SQL and PHP, this can be developed in the the native module builder wizard.
This would be for an immidiate engagement and is focussed on Vietnamese developers as there will need to be an update of the language pack in Vietnamese.
