Dog Racing Game

'm looking for someone that can help us.

1. I need a super admin portal that can run multiple different instances , with different balances ( think of this as different locations. ( Users created , that can bet on the game & I can see all balances & control them etc)
2. I want to randomize the winners % ratio while maintaining a positive % for the house ( US )
3. We want to change the betting mechanism ( house always wins 60&)
4. Add 12 dogs

-Someone puts a dog # & the bet amount.
-They print a ticket of the bet
-Then the bet starts.

If the purse has enough to pay that bet then it has a chance % of winning.

One panel is for the bets the / Race panel is for the TV.

House always keeps 60% of all bets put in.
40% of bets go into the purse & winning bets can only be payed if we have enough on the purse.

If purse amount is not enough to pay the bet it should always lose.
