Docker Cloud Run (Simple API only)

I am looking for an experienced freelancer to help me develop simple a docker cloud run API in Codeigniter using OAuth 2.0 for user authentication, and I need to store data in a database. The API must be implemented using the best practices of software development. I am looking for a developer who can write efficient, secure code and make sure that the API functions as expected in all browsers and devices, as well as is he or she should be able to suggest improvements to the API’s structure.
