Disable the pop up discount -- 4

This project has 2x parts:
1. I require the pop up discount window to be disabled, refer screenshot
please let me know how I can enable this after a few days or at my discretion from the Magento backend.
2. I would also like to have an abandoned cart offer to be triggered. For which a stupid freelancer asked me to purchase a software called Amasty (but he failed to complete the task)
