Digiboard - Mobile Web App

Hi,

i need a Mobile Web App which can create small contents like shown in the screenshots.

Use Cases:
-Scan an QR-Code which opens the Digiboard
-Edit the Digiboard with a pen button in the header
-Add widgets to the Digiboard like Text, video, photo, ...
-Sort the widgets in the digiboard
-Delete widgets in the digiboard

Facts:
-Database is a MySQL
-Public Webserver is available (it's not possible to install specific software to the webserver as there is a hosted server).

If you want to offer please give the following information:
-How long would it take and what's the needed budget
-Which technical requirements do you have (as I have only a simpel public webserver)
-Send examples of web apps which you have already created
