Developper for a text finder and replacer

I need a developper for the following task.
I will imput a text in a "box" and the tool will keep the format of the text (underlined text, bold text, H1, etc.).
Then the tool will open an Excel file which is in the following format : Keyword | URL
I want the tool to go in the text and insert links each time it finds a word or group of words from the Excel document.
Then it will make the text with links available to download.
