Development of WHMCS module that allows connection to Electronic Billing API + Control Panel

I need to hire a WHMCS developer who can create an electronic billing module in my country Ecuador for this platform. To carry out this work, the API of the electronic billing system datil will be used, published at https://datil.dev/
The module needs a private environment visible only from the WHMCS administrative area, where all customer orders are listed and allows me to execute through a CRON or manually or in batch, the electronic billing using the aforementioned API.
A very clear example of what I want is what is currently the Stupendo module for WHMCS. An electronic billing system from Colombia published at: https://marketplace.whmcs.com/product/5744-estupendo-facturacion-electronica-colombia
The module must be compatible with WHMCS 8.10.X or higher. It must also use the WHMCS TAXID field to capture the Ecuadorian tax identification number (RUC). This field, only numeric with a maximum of 13 characters, must be conditioned with the RUC validation through 2 predefined algorithms published at: https://github.com/tavo1987/ec-validador-cedula-ruc

Finally, the aforementioned field validation should only work if the country of residence on the customer's invoice is Ecuador.
The module must be delivered within a maximum of 30 days and packaged for WHMCS installation. Two deliverables are required, one with the open source code and another with the code encrypted with IONCUBE12 or higher to avoid piracy.
The developer will have all the resources and assistance from us for the execution of the project as well as continuous assistance in case of queries.
