Developer needed for creating a custom plugin / application for my IPS (Invision Power Suite) forum

Hello,
I am looking for an experienced developer to create a custom Plugin / Application for my forum based on Invision Power Suite Version v4.7.8 .
The purpose of the plugin will be to limit the number of replies(Not topics) a user can give within a 24-hour period, depending on the user's membership group. For instance, I want to set a limit of 10 posts per day for normal members and 20 for VIP members.
The reason behind this request is that there are hidden contents in my forum which become visible only after a user has replied to a post or given a reaction. The plugin will serve as an effective means to prevent "leeching."
In addition, I would like the ability to choose which forums to apply this reply limit to.
