Developer for advertising module with deadline (Siberian CMS + Ionic/Cordova)

I am looking for a developer with experience in Siberian CMS (Ionic/Cordova, backend in Zend).
The module should allow:
• Uploading a banner (image) + clickable link via the admin panel
• Setting the deadline: “X days” or start/end date (calendar)
• Automatic display within a specific folder in the app
• Hiding the banner after expiration, displaying a message or alternative content
• Compatibility with recent versions of Siberian CMS

Creating a module for Siberian CMS that allows displaying advertising banners within a specific folder of the app, with a configurable deadline for display.

1. Displaying Banner (image + link):
• Customizable image (JPEG/PNG).
• Clickable with redirection to an external or internal link.
2. Management panel:
• Uploading the banner and field for the link.
• Field for title and optional description.
• Support for multiple banners (if necessary).
3. In-app display control:
• The module must be able to be added as an item within a folder, to display the banner only when the user accesses that specific folder.
4. Banner expiration date:
• Option 1: set the expiration date in days (e.g.: display the banner for 7 days from the publication date).
• Option 2: set the start and end date of the display, via calendar.
• After the expiration date, the banner must disappear automatically or display a message such as “no active campaign at the moment”.
5. Technical compatibility:
• Fully compatible with the latest versions of Siberian CMS (SAE, MAE, PE).
