Develop a referral and Affiliate program with woocommerce

Need someone that can develop the following:
An Referral/Affiliate Program
1. The Referral/Affiliate Program will be called the "Player's Club"
2. When a new "Player" sign's up for the Referral/Affiliate Program, they'll get 40% off their entire first order on the website but they'll need to add a specific product from the shop for the 40% discount to work. It must be automatically added to their cart and required for the 40% discount to work.
3. The player who signed up will have the ability to recruit new players to the player's club.
4. For every new player they sign up, the new player will receive 40% OFF their first order. And the recruiter will receive 15% OFF their next order only once/after the new player makes their first order.
5. Each player needs their own affiliate discount code. EX: for player Edson Romero, their code: ER40OFF
6. I need a monthly report of top players with the most referrals to be automatically sent via email
7. When a player recruits 10 new player, they'll receive $10+ to their account wallet balance. If they recruit 20 players, they'll receive $20 into their wallet balance. It'll go on like this for every 10 new recruits they bring so for example: New Recruits 10=$10, 20=20$, 30=$30, 40=$40, etc
Playing card system:
8. When a new player sign's up, they'll receive a playing card sent to them with their order.
9. Any time a new player spends over $75 they'll receive a playing card alert. It'll notify them that a random playing card is being sent out with their order. This alert email needs to be automatically sent via email to admin as well.
