Develop payment gateway api for WHMCS

I am looking for someone to develop an api to connect WHMCS to our local banks payment gateway (We will provide the local banks payment gateway documents to the successful bidder). The api will enable us to re-sell web-hosting services, domain names, and SSL certificate using WHMCS. The api will be a subscription based recurring type. That automatically bills and collect subscription payments for web hosting, domain name registration, and SSL certificates.

The web-hosting services, domain name sales, and SSL certificate will be similar to the services sold on this website www.digitalpacific.com.au with automated billing and subscription payments.
