Develop integration between Wordpress and API REST

For a project in Chile in a utility company, we need to implement 15 queries and transaction APIs that manipulate information in an Oracle 11g database. We think that APIs can be developed in PHP or Node.js. These APIs will be consumed from a corporate portal developed in Wordpress CMS. On the Wordpress side, we need a specialist to develop the plugins to display the information provided by the APIs.
