Develop hotkeys for custom program

I'm looking for someone that can develop a tool for me where I can use different hotkeys.
Example: I'm playing poker and I want to have hot keys for folding on different poker sites.
Currently on pokerstars you can add hotkeys in the client but some others have not built in mechanisms like that so I want to create my own program.
