Develop custom Woocomerce plugin as per our specification

We have a network of Woocommerce based online shops (more than 20 shops in Multi-site structure). We are currently using GTranslate plugin that automatically translates each shop (many languages). We need a custom plugin that will allow the below: 1. Recognize the language that was chosen in the google translate drop-down and based on this change the languages of automatic emails send by Woocommerce or alteratevely (less preferred option): to have a dropdown in the cart or checkout where the user will be able to choose the corresponding language. 2. The invoice the user receives with the order should be also be in the same language as chosen by the user. For invoices we are using WooCommerce PDF Invoices & Packing Slips. 3. The drop down from GTranslate plugin should be in the header at the top of the page Please give us your price, time, and more information on how you are going to deliver such solution. Thanks
